The Community Eligibility Provision (CEP)

The Hawaii State Department of Education’s School Food Services Branch participates in the Community Eligibility Provision (CEP) as offered by the U.S. Department of Agriculture (USDA) through the National School Lunch Program (NSLP). Through CEP, select schools can serve free meals to all of its students even if they do not qualify for the free or reduced-price lunch reimbursement.​​​

Please note: If your child attends a school that is not qualified for CEP, please apply for the Free and Reduced Price Meal program by filling out an application at www.EZMealApp.com.

Hawaii’s CEP List Increases to 61 Schools for the 2020-2021 School Year

The new list of Community Eligibility Provision (CEP) schools for the 2020-2021 school year has been released. Hawaii’s CEP program has increased from 52 schools to 61 schools.

Please note that the CEP status changed for some schools, depending on their ability to qualify for the program.

All Hawaii public schools that are currently participating in the U.S. Department of Agriculture (USDA) program that allows students to receive free meal service underwent a reassessment process in the spring of 2020 to requalify for CEP.

Identified students who are qualified to receive a meal at no cost through direct certification, include students certified as homeless, runaway, migrant, foster, and children enrolled in a federally funded Head Start program. CEP also uses information from other programs, including the Supplemental Nutrition Assistance Program (SNAP) and the Temporary Assistance Program for Needy Families (TANF).

The CEP program allows schools that predominantly serve low-income children to offer free, nutritious school meals to all students through the National School Lunch Program (NSLP) and School Breakfast Program (SBP) without collecting school meal applications.

If the child’s school does not requalify for CEP for the 2020-2021 school year, families may complete and turn in a Free and Reduced Price Meal application. Online applications are available at www.EZMealApp.com. Due to COVID-19, online applications are highly encouraged as a contactless method of completing the form. If a paper application is preferred, please contact the child’s school directly.
